Storage Battery Quality Moves Upstream: What Buyers Should Check Before Module or PACK Selection

On September 24, 2026, China’s Ministry of Industry and Information Technology reported that its Electronic Information Department held a new energy storage industry symposium on September 23. The meeting focused on storage product and system quality improvement, standards development, and industry governance. MIIT emphasized the implementation of lithium-ion battery production quality management standards, the improvement of storage product reliability and safety, and the acceleration of safety-grade evaluation standards for lithium battery groups used in electric energy storage systems.

For battery buyers, this is not just a policy headline. It is a signal that storage battery procurement is becoming more documentation-driven and quality-system-driven. In practical terms, buyers of industrial battery modules, telecom backup batteries, rack batteries, and light commercial storage PACKs should move quality questions earlier in the sourcing process.

A battery module or PACK is not defined only by voltage and capacity. It also includes cell selection, series-parallel structure, mechanical compression or fixing method, insulation design, BMS function, current protection, thermal behavior, connector layout, manufacturing process, test records, and shipping documentation. When any of these pieces are unclear, the buyer may receive a pack that looks correct on a datasheet but is difficult to certify, maintain, install, or reproduce in later batches.

Recent Chinese standards activity supports the same direction. GB/T 48105-2026, listed by the National Public Service Platform for Standards Information, covers safety requirements for secondary lithium cells and batteries used in industrial applications and is scheduled to take effect on March 1, 2027. GB/T 47971.2-2026 covers safety evaluation guidance for electric vehicle traction battery packs and systems and is scheduled for February 1, 2027. These standards are not a substitute for project-specific certification, but they show how safety evaluation is becoming more formal at the cell, battery, pack, and system level.

For LYTH’s relevant markets, the most useful lesson is upstream readiness. A telecom backup battery, 48V rack battery, light commercial storage pack, or custom industrial PACK should be evaluated before mass production through a practical evidence set: cell specification and source confirmation; BMS function description; protection threshold logic; charge/discharge limits; thermal layout; enclosure and insulation details; traceability labels; production test records; transport documents; and applicable standard mapping.

This does not mean every small PACK project needs the same documentation as a utility-scale station. It means the supplier and buyer should agree on the required evidence based on application risk. Telecom backup may prioritize long standby reliability, communication compatibility, and cabinet fit. Light commercial storage may focus on cycle behavior, BMS communication, installation safety, and service access. Industrial equipment may require vibration, space, current, and connector checks.

The commercial implication is clear. As standards and quality expectations rise, the cheapest quotation may not be the lowest-risk option. Buyers increasingly need suppliers who can explain how the cell choice, module structure, BMS, manufacturing process, and documentation fit the target application.
